Who We Are

We are dedicated to helping persons experiencing homelessness rebuild their lives.  It our philosophy that individuals experiencing homelessness should be treated with dignity and respect. The Homeless Assistance Leadership Organization (HALO) has been helping persons experiencing homelessness since 2005. We are a 501(c)(3) nonprofit.  The HALO shelter began by merging a shelter for women and children (Homeward Bound), and shelter for men that rotated nightly from church to church (REST), into one shelter at one location. We are the largest shelter in Racine County (120 beds). We assist men, women, and families with children.  Over the years we have also expanded to operating housing programs, including permanent supportive housing, rapid rehousing, and move in assistance programs.  Self-sufficiency and housing stability are the overall outcomes HALO helps its clients to achieve. HALO is also the Lead Agency for the U.S. Department of Housing and Urban Development (HUD) designated Continuum of Care for Racine County (CoC).  CoCs are responsible for the coordination of homeless services and service providers within a specific HUD designated jurisdiction. 

What We Do

The Homeless Assistance Leadership Organization, Inc. (HALO) provides shelter, as well as administers several types of housing programs for persons exiting homelessness. Supportive services, primarily individualized case management, are an integral component of our shelter and housing programs. HALO has partnerships with  many community organizations, including those providing services on site and at other locations. Classes and workshops available at HALO include life skills, cooking, nutrition, budgeting, job access, job retention, parenting, arts and crafts, and addiction education. Additionally, HALO has a broad referral network within the community to help clients achieve self-sufficiency and housing stability.
